We sketch the system, list the security risks, decide how any AI output will be tested, and split the work into milestones.

Build
You get a working increment every week. You review it, and your feedback goes into the next week's plan.
Step 04
Operate
We deploy it, set up monitoring and keep maintaining and improving it after launch.
